In an era dominated by rapid digitalization, the ability to understand and utilize data has become a cornerstone of modern citizenship. The European Union co-funded project 4DataDemocracy addresses this reality directly by strengthening civic participation and promoting democratic values. By focusing on a structured four-stage pathway — Discover, Dream, Design, and Deliver — the initiative equips individuals, particularly in rural and underserved communities, with the data literacy skills necessary to counteract misinformation and promote transparent, active civic engagement.
On May 9, 2026, Materahub and the Municipality of Miglionico hosted a significant public event titled “Open Data for Democracy” at the historic Castello del Malconsiglio.
Against a global backdrop of political instability, the gathering focused on open data and high-quality information as vital shields against democratic erosion. Highlighting concepts such as transparency, democratic participation and data visualization, the event featured local experts that contributed with their knowledge for a broader perspective on specific topics. Francesco “Piersoft” Paolicelli introduced the concept of “Open Data for Democracy” as a tool for transparency and democratic participation.
Danilo Di Cuia introduced the world of data visualization and its different applications for immediate and visual understanding of processed data.
Rossella Nicoletti and Marialucia Camardelli (Gemell@ Digitale) applied the world of open data to urban planning analysis to manage, through a digital twin of the city, complex issues such as urban transformation and verifiable (and predictable thanks to open data) scenarios.

The 4DataDemocracy project proves that data should not be an intimidating concept reserved only for tech giants or urban centers. By bringing data literacy straight to the heart of rural communities, the project fosters a more resilient, well-informed, and cohesive European populace. Embracing data democracy is no longer just an educational advantage—it is a fundamental requirement for protecting modern democratic society.
